Currently i am going to setup a small office involving 15 computers. Is there necessary for me to buy 15 OEM license of Windows XP Profesional or i just need to buy one and then install to all 15 computers? And, is there any 'group license' that will be cheaper then 15 OEM license? Thanks.

The program then accuses you of piracy, and posts signs all over your computer that ''this copy of windows may be counterfeit (including posting signs on the boot and lo gin screens)
it may be sensible to go with a version of Linux, depending on the needs of the office.

Realistically, you only need one, however that IS illegal and constitutes software piracy and could end up costing much more that the 15 licenses. You can get discounts from an authorized dealer, Otherwise, if these are NEW PCs, why not just be sure that those that you purchase include XP Pro as the Preloaded OS.
